<\/b>Thankful for broadband internet, and hopeful for much more<\/span><\/b>\u00a0<\/span><\/b>\u00a0<\/span><\/h2>\n

\u00a0<\/span>Where would we be without our internet this year?<\/span>\u00a0<\/span><\/p>\n

We\u2019ve\u00a0<\/span>shopped<\/span><\/a>,\u00a0<\/span>worked<\/span><\/a>,\u00a0<\/span>studied<\/span><\/a>\u00a0and<\/span>\u00a0<\/span>taught<\/span><\/a>,\u00a0<\/span>job hunted<\/span><\/a>,\u00a0<\/span>and\u00a0<\/span>cared for each other<\/span><\/a>\u00a0online<\/span>\u00a0this year in ways we haven\u2019t before<\/span>\u2014not to mention entertained ourselves plenty too. As so many of us have faced challenges and outright adversity this year, it\u2019s difficult to imagine what this year would have been like without the support<\/span>\u00a0<\/span>of a reliable\u00a0<\/span>broadband\u00a0<\/span>internet connection.<\/span>\u00a0So much so, you can argue that\u00a0<\/span>it\u2019s<\/span>\u00a0become a necessity.<\/span>\u00a0<\/span>\u00a0<\/span><\/p>\n

For that, I\u2019m thankful\u2014and recognize that we have a long way to go before\u00a0<\/span>all of us<\/span>\u00a0can share in those\u00a0<\/span>same\u00a0<\/span>thanks. As I\u2019ve mentioned in earlier blogs, fixed broadband internet access at home remains elusive for many. In the U.S. alone,\u00a0<\/span>one a<\/span>nalysis shows that more than 150 million people do not use the internet at broadband speeds,<\/span><\/a>\u00a0which is practically half of the U.S. population.<\/span>\u00a0<\/span><\/p>\n

What is broadband internet?<\/span><\/b>\u00a0<\/span><\/h3>\n

A good question to ask here is w<\/span>hat exactly constitutes \u201cbroadband?\u201d The Federal Communications Commission (FCC) defines broadband speeds as 25 Megabits per second (Mbps) of download speed and 3 Mbps of upload speed.\u00a0<\/span>(Note that the\u00a0<\/span>FCC estimates<\/span><\/a>\u00a0only 21 million people in the U.S. are without broadband<\/span>,\u00a0<\/span>a number widely considered to be low.)<\/span>\u00a0<\/span><\/p>\n

Put in everyday terms,\u00a0<\/span>25 Megabits per second of download speed is<\/span>\u00a0baseline figure that should<\/span>\u00a0provide a family of two to four people with enough capacity to\u00a0<\/span>engage in bandwidth-hungry activities like working from home, schooling online, or even receiving medical care through telemedicine<\/span>, along with\u00a0<\/span>streaming to stay entertained and informed too.<\/span>\u00a0<\/span><\/p>\n

As we look at that figure of 150 million underserved people, we see\u00a0<\/span>people\u00a0<\/span>who\u00a0<\/span>live in remote areas<\/span>\u00a0that simply aren\u2019t wired for broadband yet<\/span>,\u00a0<\/span>representing\u00a0<\/span>millions<\/span>\u00a0of rural residents and people living on tribal lands<\/span>. Additionally,\u00a0<\/span>it\u00a0<\/span>also includes people in urban areas who potentially have access to a broadband connection, yet\u00a0their\u00a0<\/span>income levels impact their ability to subscribe<\/span><\/a>\u00a0to it.<\/span>\u00a0<\/span><\/p>\n

Obviously, a major hurdle in rolling out broadband nationwide is the 1.9 billion acres that\u00a0<\/span>makes up our country<\/span>. The physical, technological, and financial efforts\u00a0<\/span>associated with<\/span>\u00a0building fixed broadband access<\/span>\u00a0across rural and remote terrain<\/span>\u00a0are substantial to say the least<\/span>. Additionally, there are regulatory matters as well, like the rules that govern\u00a0<\/span>access to\u00a0<\/span>existing\u00a0<\/span>utility poles and conduits<\/span>\u00a0needed for<\/span>\u00a0broadband deployment.<\/span>\u00a0<\/span><\/p>\n

Broadband is no longer a luxury, it\u2019s a utility<\/span><\/b>\u00a0<\/span><\/h3>\n

Ultimately,<\/span>\u00a0we\u2019re talking about\u00a0<\/span>connecting not just homes, but entire\u00a0<\/span>communities<\/span>\u2014people, businesses, libraries, granges, local government, and more<\/span>.<\/span>\u00a0Getting them\u00a0<\/span>access to broadband\u00a0<\/span>isn\u2019t just a commercial interest, it\u2019s a matter of infrastructure as well<\/span>. Just as water and electricity are utilities, we can argue that the internet, broadband internet, has long since evolved into a utility.\u00a0<\/span>The reasons are clear: education, economic growth,\u00a0<\/span>employment\u00a0<\/span>and even access to healthcare all stand to improve when broadband is available to a community<\/span>, as has been seen in communities such as\u00a0<\/span>Chattanooga, Tennessee<\/span><\/a>\u00a0and in\u00a0<\/span>Delta County, Colorado<\/span><\/a>.\u00a0<\/span>Thus\u00a0it makes sense that connecting them has become\u00a0<\/span>a joint<\/span>\u00a0endeavor by<\/span>\u00a0<\/span>the\u00a0<\/span>public and private<\/span>\u00a0secto<\/span>r<\/span><\/a>.<\/span>\u00a0<\/span><\/p>\n

Meanwhile, last summer,\u00a0<\/span>the lack of adequate broadband across Nebraska<\/span><\/a>\u00a0during the pandemic prompted the state\u2019s governor and legislature to allocate pandemic relief funds and pass bills that would speed the deployment of broadband across the state.\u00a0<\/span>As reported by the\u00a0<\/span>Omaha World-Herald<\/span><\/i>,\u00a0<\/span>one of Nebraska\u2019s<\/span>\u00a0<\/span>rural<\/span>\u00a0power district<\/span>\u00a0manager<\/span>s said<\/span>\u00a0of fixed broadband service<\/span>,\u00a0<\/span>\u201cIt goes beyond economic development, it goes beyond watching Netflix, there\u2019s some real business implications here<\/span>.\u201d<\/span>\u00a0<\/span><\/p>\n

However,\u00a0<\/span>even in communities where\u00a0<\/span>broadband is physically available, pockets of low-speed connectivity<\/span>\u00a0exist<\/span>\u00a0as well.<\/span>\u00a0According to the Pew Research Center,\u00a0<\/span>only 53 percent of adults with an income under $30,000 had broadband access at home<\/span><\/a>. For those with an income of between $30,000 and $100,000, that figure takes a major leap up to 81%. Instead, lower-income Americans turn to their smartphones for\u00a0<\/span>all<\/span>\u00a0their internet access. From the findings:<\/span>\u00a0<\/span><\/p>\n

\u201c<\/span><\/i>As of early 2019, 26% of adults living in households earning less than $30,000 a year are \u201csmartphone-dependent\u201d internet users\u2013meaning they own a smartphone but do not have broadband internet at home. In contrast, only 5% of those living in households earning $100,000 or more fall into this category in 2019.<\/span><\/i>\u201d<\/span><\/i>\u00a0<\/span><\/p>\n

Smartphones alone aren\u2019t enough<\/span><\/b>\u00a0<\/span><\/h3>\n

What does<\/span>\u00a0a smartphone-only internet life might look\u00a0<\/span>like?<\/span>\u00a0<\/span>Pew Research Center put that into perspective<\/span><\/a>\u00a0in\u00a0<\/span>a<\/span>\u00a0survey\u00a0<\/span>where respondents\u00a0<\/span>were asked about job\u00a0<\/span>hunting on the internet<\/span>. Some 32<\/span>%\u00a0<\/span>of people with a reported household income of under $30,000 said that they submitted a job application by phone. For those households making more than $75,000, that figure was just 7<\/span>%<\/span>.<\/span>\u00a0<\/span>(<\/span>Cost is certainly a factor<\/span><\/a>, yet it is\u00a0<\/span>encouraging to see that the reported average cost of broadband<\/span>\u00a0in the U.S.<\/span>\u00a0is dropping<\/span><\/a>\u2014down to $50 a month from just over $67 a month a year ago.)<\/span>\u00a0<\/span><\/p>\n

That\u2019s just one example<\/span>\u00a0of a smartphone-only internet<\/span>, yet you can imagine how\u00a0<\/span>difficult it<\/span>\u00a0<\/span>must<\/span>\u00a0<\/span>be to\u00a0<\/span>creat<\/span>e<\/span>\u00a0a resume, complet<\/span>e<\/span>\u00a0schoolwork, or work remotely when your internet experience is limited to\u00a0<\/span>the small screen of a\u00a0<\/span>phone.<\/span>\u00a0<\/span>Contrast that with<\/span>\u00a0<\/span>this year\u2019s need to work and study at home. A<\/span>\u00a0low-income household that\u2019s dependent<\/span>\u00a0on smartphones<\/span>\u00a0<\/span>misses out. Their internet is\u00a0<\/span>a less useful and less productive internet experience<\/span>. They simply can\u2019t work, learn, and train at home like\u00a0<\/span>fully connected<\/span>\u00a0households can.<\/span>\u00a0<\/span><\/p>\n

The road to<\/span><\/b>\u00a0broadband for all<\/span><\/b>\u00a0<\/span><\/h3>\n

My hope in sharing\u00a0<\/span>this issue with you is so<\/span>\u00a0that we can all gain a bit of perspective. Far fewer people have access to a\u00a0<\/span>broadband<\/span>\u00a0internet experience than we might\u00a0<\/span>initially\u00a0<\/span>think<\/span>, which results in\u00a0<\/span>a lack of connectivity\u00a0<\/span>that stunts the<\/span>\u00a0benefits and opportunities they and their communities can realize.<\/span>\u00a0<\/span><\/p>\n

Granted, the solution<\/span>\u00a0for increasing broadband access<\/span>\u00a0<\/span>largely\u00a0<\/span>rests with\u00a0<\/span>state-level broadband offices<\/span><\/a>, budgeting and legislation at\u00a0<\/span>the federal government level<\/span>, along with public partnerships and interest groups who are all pushing for improved broadband access.<\/span>\u00a0<\/span>(And,\u00a0<\/span>in the states which allow it<\/span><\/a>, municipal broadband solutions.)\u00a0<\/span>However, a<\/span>s individuals,\u00a0<\/span>we can let this reality shape some of our decision-making<\/span>\u00a0on a local level.\u00a0<\/span>\u00a0<\/span><\/p>\n

W<\/span>hen library funding measures<\/span>\u00a0come<\/span>\u00a0up for\u00a0<\/span>approval in your community, consider giving them your \u201cyes\u201d vote<\/span>,\u00a0<\/span>as\u00a0<\/span>they may present an\u00a0<\/span>opportunit<\/span>y to\u00a0<\/span>fund\u00a0<\/span>library locations and services<\/span>\u00a0<\/span>where<\/span>\u00a0people can access free broadband<\/span>. Likewise,\u00a0<\/span>give<\/span>\u00a0school levies\u00a0<\/span>your consideration<\/span>, they may help get a computer in the hands of a student who doesn\u2019t have one.\u00a0<\/span>(<\/span>An 11% increase in PC, Mac, and Chromebook sales this year was largely driven by the education market<\/span><\/a>, which needed to supply computers for in-home learning.) These are just a couple of ways that we can \u201cthink global, act local\u201d and help others get access to a full broadband internet experience.<\/span>\u00a0<\/span><\/p>\n

So as Thanksgiving approaches<\/span>,\u00a0<\/span>let\u2019s indeed<\/span>\u00a0say thanks for the connectivity and internet experience so many of us enjoy<\/span>\u2014<\/span>and how vital that was this year. L<\/span>ikewise<\/span>, let\u2019s<\/span>\u00a0<\/span>remember<\/span>\u00a0<\/span>that our country and the communities within it still have a way to go before\u00a0the overwhelming majority of\u00a0us can benefit from that same experience\u2014so that they can e<\/span>njoy and be thankful for it\u00a0<\/span>too<\/span>.<\/span>\u00a0<\/span><\/p>\n
